Also, Noem didn't use taxpayer dollars. If she had surrendered the dog to the local pound, then THEY'D have used taxpayer dollars to put the dog down. A vicious dog generally gets two chances, and depending on how vicious they are, sometimes only one.
Just because Biden's dogs got a dozen chances each doesn't mean other dogs are as privileged.
