Still having the same issue, I get ti when trying to open any application which requires local administration. Tried everything here including some policies not mentioned here. Looks like I will have to do a reinstall.

Im trying to install steam on my pc and when the pop up shows up where it says no or yes i dont have the yes button i found a different method but the app steam was blocked by administator i need help i hope you can do something to help me

Disabling the UAC in registry was the only thing that worked for me. I was trying to install some old software from 2006 when this popped up. Software is legit, however the digital signature / certificate of the software uses SHA1 which Microsoft deprecated after 2016.

How do I fix a black screen with cursor? I've attempted to start explorer.exe via the ctrl+alt+delete menu > task manager, but it doesn't do a thing. I've hit the reset button a few times out of anger and the fact that it froze on me. And each time I try to restart or shutdown, it takes ages and doesn't even work. Just stuck on the shutting down screen or restart, et cetera, in which I had to shut off the PC's power.

Hi it seems that the Windows OS is completely broken. I suggest you to use some other PC to create a bootable media, then try to reset the windows with it. @@tiaevans2002 okay so i followed a video from channel: MK TECH and it is called: how to fix this app has been blocked by your system administrator error. Just go trough as they show, restart your computer and then run the program as administrator. When i was done installing all my gamepacks i went and changed the settings as they were before just in case. :) i'm not sure if i turned my computers safety things off for this or not but if you do, just remember to toggle them back on when you are done. :) hope that works for you too!
