- Little Rock, AR - Hot Spring County requests assistance from the Arkansas State Police with a pursuit of an Audi. Video picks up from the Arkansas State Police after local agency attempted to stop the suspect vehicle with spikes.
Watch the driver stick both hands out of the window WHILE FLEEING. Also, after the PIT maneuver, you can hear the suspect ask "Are you the real police?" and "I have a bomb under my seat."
Trooper's Narrative: On 1/21/2023 at approximately 2115 hours, Hot Spring County Sheriff’s Office requested our assistance with a pursuit of a
black Audi A4 passenger car on US Highway 67 approaching Interstate 30. Cpl. Quinn Best took primary of the pursuit as it
began to travel eastbound on Interstate 30 from mile marker 114. I became involved as the secondary unit on Interstate 30
near mile marker 116.
The vehicle already had two front tires deflated by Saline County Sheriff’s Office on US Highway 67 but continued to travel
recklessly along Interstate 30 at speeds of over 100 mph and weaving through traffic. As the pursuit reached mile marker 121,
the vehicle slowed to under 50 mph for approximately 30 seconds before accelerating back to speeds over 100 mph. As we
reached mile marker 126 I took primary of the pursuit. The suspect vehicle got on Interstate 430 northbound and a PIT was
conducted on the vehicle near mile marker 1. A felony arrest was conducted on the suspect, Jordan Cotner. Cotner refused to
comply with commands to exit the vehicle and began stating that he had a bomb under his seat. Over the next three minutes,
Cotner refused commands to exit the vehicle and began to get more agitated as time went on. He then raised his foot and
kicked the steering wheel. At this time, I deployed my taser through the broken passenger window while other troopers
attempted to open the driver door. One probe struck Cotner in the upper right arm area and the other struck him along his right
leg. A second 5 second arc was deployed while troopers opened the door and gained access to Cotner. He was then removed
from the vehicle and taken to the ground where he was placed into custody.
Cotner was turned over to deputies with the Hot Spring County Sheriff’s Office and Asher Wrecker was called for the vehicle.
Once Cotner was transported to the Hot Spring County Detention Center, Deputy B. Hughes photographed the probe location.
Only one puncture spot was located on the right shoulder area. Report 202301303ASP was completed by Cpl. Best for the
portion of the pursuit. CEW Cartridge C6204NW04 was placed into evidence at Troop A Headquarters.

The officers may have been overly aggressive, but all of this, everything that happened was 100% preventable. But the criminal CHOSE to attack the police, rather than simply surrender. Actions have consequences.

That isn't stupid at all. He is indicating that he isn't armed. He is telling them that he is going to do his best to get away so he doesn't have to go to jail but please don't shoot me thinking I have a gun and am about to pull on you. It doesn't guarantee your safety but it might make them a little less ready to start shooting. If course the smart thing to do if you are really that worried about getting shot is just do what they say. But it does make some sense.

He could barely steer. Not to mention one would have to be a moron to think police would translate that action as "look no weapon" thereby making them safer.
I've only been "felony take downed" one time. Wrong place, wrong time. Police were searching the sketchy neighborhood I was driving in at midnight (to a friend's house) for a suspect involved in a stabbing incident and I came upon their cars blocking the road and had to turn around, at which time two cops in their patrol cars decided to run my plates. The car paper work was so messed up and out of date (in the name of the 3rd previous owner still when I paid cash for it but I wasn't aware until after the fact what a shit situation I was in) I couldn't register or title the car in my name so couldn't legally plate it. Had a friend's plate on instead. They lit me up and I only drove maybe 100 more feet before pulling to the side. The two cops rushed my car with guns in my face and screaming at me to get out of the car and detained me, again, all at gun point seemingly randomly. Long story short, after a nice talk and a few weeks of time, I wasn't charged with anything and I requested no actions be taken against the original arresting officers. I was booked and released the night of the arrest but prosecutor offered to 'remedy' the incident by dismissing charges of Fleeing and Eluding (Felony Level 6), and False and Fictitius plates (Felony Level 6). The bad news was I was never able to recover the impounded car, per being unable to get in contact with last registered/titled owner. :/ $2,000 in the drain within 2 months.

I believe every individual red light citation is issued per traffic light ran during the pursuit, but they should charge individuals for "Public endangerment / Reckless disregard for public safety" PER vehicle / pedestrian they pass 20+ MPH above the speed limit. End the chase with 65 counts of public endangerment and each carrying up to 1yr, yeah, You'll probably never even want to have the chance at driving and choosing to run again.

I always wonder about the aftermath. I did a search, this wasn't his first rodeo. He's been in court before and had a court ordered psychiatric exam. I do not believe he was acting. I didn't find anything regarding drugs. I think he had a psychotic break, but that's just my opinion. I'm glad nobody got killed or injured. How he didn't wreck running on rims at 100+mph in the rain is beyond me.

This is a good actor, but unfortunately his acting skills are ineffective against the officers. The electric shock could have been longer so that it could have formed a conditioned reflex the next time he escaped.

The suspects eyes when he saw that Taser come out was like that little voice in his head going "It was at this point he knew...he F'd up".
Arkansas Troopers always look so nicely dressed in the uniforms, almost like a tuxedo for night on the town!! Good appearance all around.
Every trooper I've ever ran into here in Arkansas looks like their uniform just got back from the cleaners. They keep it sharp.

the audi drivers are known for their bad behaviour in germany for the last 10yrs, too.
it started with the audi a3, a4 and a6 series.
sometimes it's audi a8, too, but since they are very much more expensive, owners usually be just idiots on the roads, but atleast taking care for their car for some reason.
like running the red (not with excessive speeds ofc), failure to yield on stop signs, acting stupid on the autobahn like speeding, tailgaiting or brake checking.

That guy drove too well for him to be crazy. That was all an act. He thought he was some sort of smart ass and was going to eff with the officers during the stop. It got him TASED is all it got him.
