Im pretty sure that they can balance it at any given time, they just dont want to. Im also pretty sure that its not entirely their doing though, no company will willingly dig themselves a deeper hole like this. It could be due to them being owned by another company but im not certain. The only thing I am certain about is somthing else is at play here...
Yes, Supercell is 85% owned by Tencent (Chinese company). But I may add that Clash Of Clans is not THAT pay to win. So yeah, it’s just sad that Supercell just ruins their games willingly

Supercell needs people's voice to talk about their games, but that doesn't mean their updates need to be good. If people barely talk about it, then Supercell might care. They don't think balanced cards on day one bring as much attention and revenue than overpowered ones. They have more data on us than we do.
