Sorry to say, we should tell the right things to the Nation. Why KalaBahg Dam was not build? Discuss in detail so that the Nation understand from were things went wrong. Hydro power plants were build at low interst rate in 1960's by the help of lending institutes, but they refused to lend further money in power sector at low rates in 1990's. Why discuss in detail? The private sector jumed in to fill the gap of demand vs supply. When Bangladesh IPPs rate was 3.5 cents and in Pakistan it was 6.5 cents with dollar rate of about 25 Rs per dollar, what was the composition of 3.5 cents, i.e Energy price and Capacity purchase price and what was included in Capacity price in Bangladesh and in Pakistan. A comparison of like with like is very important to understand the issue of the Capacity payment. Please also ask who will own the IPP power plant after 30 years i.e end of PPA agreement. Discussion on past events is relatively easy then current situation. I am not doubting the integrity of any one. In Western culture when dispute arises in Company,s policy vs individual, the individual prefers to leave but in our society this is not the the norm unfortunately.
