So there's 100% stator protection and then there's 95% to do.

Yes dear,
95% protection protect 90-95% winding of stator from line side CT. So remaining 5% winding unprotected from neutral star point side, so that would be protect by 100% stator earth fault Protection.
100% stator earth fault protection protect only 15-20% of winding from star point.

Because,
This are NGT concept,some voltage rating of NGT primari & secondary 11kv/220vac si when pry side 11kv voltage flow then secondary 220v given .
So dipend to fault position of stator,you think foult near star position then time full rating volt r no feeding the NGT,so secondary out out v not rating of relay seeting.
Mins only 95oercent sator zone cover.
