Hearing them side by side like this, I have to say that Biggie's flow is waaay better than Pac's. On this track, at least. Maybe it would be different over a different beat, but Biggie just seems smooooothe.
UMM maybe because whoever made this remix searched through all of Bigs verses on his own songs and chose the one you hear on this song because his flow compliments the beat well. Big NEVER recorded lyrics to this song.

Look up Toss It Up OG version, it's an alternate version of this beat. Dre left Death Row before it got released, the beat was still licenced to Dre, Dre finished the beat and used it on No Diggity and Death Row got different producers in to make something similar and Pac recorded an additional second verse on the remake, dissing Dre.

You never listen to Makaveli's original version of Toss It Up? It was basically this beat. They took Dre's beat to say fuck you for leaving.
