If you want a high tech city try adding a college , private school, and or university etc high education system will attract high tech industry i did that .

You only have to raise the tax of the two manufacturing industries to 90 points so that they are not built in the place and decrease the tax on the high technology industry
Try playing the game vanilla vs the update without any mods. I think the update might screw up the path finding originally set I'm going to uninstall and test in a little while. I do know there was a path find error were speed isn't accounted for only distance. I've had 1,000 cars on road just, because it was closer than an avenue.

It will reduce it, but I have had dirty at 17% and it will show up.
That is what I do. That stops them. Otherwise, they grow like weeds.

Crank your dirty industry taxrate to 20% that keeps them from cropping back up
Easier to wait for high tech demand AND THEN build an area suitable for high tech development..

I prefer shoving it all into a neighboring tile. They can also buy all the water and garbage they and sell the excess power.
I dont need Park, just low taxes and i get all high Technology industrie.

Always do high density for high tech, it will grow in medium density, but you're missing out on more jobs

Set your industry taxes to only allow High Tech growth. I may screw up your existing industry though
