I'm confused on the first example identifying a dummy player [18:8,8,8,2] players 2 , 3 , and 4 can pair up to meet quota therefor player 1 is not needed right making it a dummy I'm just confused ?

Is the second voting system even valid? the total weight is 25 so the lowest the quota could be is 12.5. 11 is below that.
