For first question i think he should have said that India is very diverse country and state board provide more information about respective states and it is difficult for cbse to include that much information of each states in one syllabus
The difference that I figured out Between cbse and jkbose or other boards It is that if u study from a state board your will be knowing about the complete history of your state and will be much aware about your own state Which I think cbse can’t do as it will be very difficult to cover history of all states and even union territories
