I guess the technology of this helicopter or plane is not fully developed, I don't understand why they used the steering wheel of tanks from World War I instead of the joystick.
I think it's to underline the science fiction element, you could ask the same question of the Star Wars Speeder Bikes or Pod Racers, - I think it reverts to the rule of cool - if it looks cool it's ok from a science fiction perspective :) From a real world perspective I'd much rather have a yoke or a joystick, that we can agree on :)
old-ish comment, i know, but think of it like a double collective. There are no computers in dune, so no fly by wire, and since it isnt a helicopter, you cannot connect a singular joystick to a tilting plate like on a normal helicopter. Thus, you have a sort of double collective where roll is controlled by differential power to the left and right side. I would wager pitch is controlled by twisting one of the handles and pedals for rudder.
