In order to host a mega event like Champion's Trophy next year, first of all Pakistan has to develop their infrastructures/facilities like grounds, stadiums, hotels, roads etc. If only they are successful in this regard in every respect, they can expect full participation of all teams.

Bhai muje nahi lagta ki CT Pakistan main hoga. Apne jo bola wo to thik hai par uske alawa bhi there are other scenarios:
1. Given the relationship between India and Pakistan it's highly unlikely that India would travel to Pakistan. There would be a massive public outcry if Indian team travels to Pakistan, even may lead to boycotting the series in India, no broadcaster would want that scenario.
2. So agar aur jab India refuse karta hai to travel to Pakistan ICC would bend over backwards to include India kyunki paise 70% India broadcasting right se hi aate hain, not including india would result in unspeakable monetary losses, not only to ICC but indirectly to other teams as well, kyunki agar ICC kam paise kamayega to baki teams ko bhi kam paise hi milenge.
3. In such circumstances one of the options would be hybrid model which other teams are not likely to agree with since they would be burdened with additional travel etc.
4. So the most likely scenario would be that CT would be moved away from Pakistan entirely, by ICC.
5. Basically it's not just the BCCI that is the sole stake holder before ICC/PCB, there's also the broadcasters who generate the money. Pressure tactics, if any, that may work on BCCI would have absolutely no effect on the broad casters who can simply refuse to invest and that would lead everything back to square one, ya to CT neutral venue par karao or loose the substantial revenue thats brought in by the Indian broadcasters.
