Upper beryoshov could use some monuments to help with loyalty, in the absence of radio broadcast. Edit: I commented midway through the video, then I see you are adding monuments to the town
I think the heating problem is because the heat pumps have only 300m3 coming in from the plant due to the constraints of pipe capacity which is being distributed to heat exchangers having the combined capacity of 900m3 making them less effective. IMO a single large exchanger connected to a single heat pump would make more sense. You can run tests on it though.
