The PC version is definitely the best, but I also really like the Ally and Steam Deck versions. The best order in my opinion: 1. PC 2. ROG Ally 3. Steam Deck
GTA4 adjust default setting by resolution. In this case 720p makes it lower, lowest. Running game 1080p gives same settings than on ROG by default. And yes, games can RUN higher resolution on Deck than its display !!!!
Deck can run up to 4K INTERNALLY resolution. My preferred settings are 2048 x 1152, 16AF, 40 view distance and 80 details. Rest are default. It looks good and plays flatline 40fps.
Any game looks amazing on the Asus ROG screen, since it's small and 1080p looks great. But there are some games that have given me problems after updating the console to Windows 24H2...
