By taking TP it allows them to have better map control and better back timings. Also if, though unlikely, they die TP gives some sort of forgiveness as they wont miss much minions. As for aggressive laners it allows them to keep the pressure aka Uzi's Caitlyn is looking for back with either BF or T2 Boots. Once he gets the gold he can back tp back and continue applying hard pressure. It requires good map awareness to play this style as you're constantly hard shoving.
