Usually I would use ROS 1 (Noetic) if I want the system to be centralized (have a ROS Master and Parameter server served by a main computer) and ROS 2 if I needed more decentralized flexibility / was working with network connections which may disconnect at times (like outdoor robotics). Although it is worth noting that ROS 1 Noetic will be the last distribution of ROS 1, so even though it has support till 2025 and is used on lots of legacy systems, if you're looking to learn ROS for the long-run it may be worth learning ROS 2.
