I think marley is despicable , but at the same time you cant really blame them. The entire world was subjected to cruelty by the eldians. It is most likely that marley wanted the founding titan to deter the rumbling and at the same time they wanted to conquer lands . One thing is for certain , no one is good or bad its all just people fighting for what they believe in
