US Fed deals with funds rate(rates national, reginal, loca US banks borrow from federal bank) and monetary policy(issue bonds, buy back us t bonds). US Treasury deals with US reserves such as gold or bitcoin. So Powell is basically saying he has no right, not he will not buy btc for US Reserves.
He said the Fed Reserve can't hold btc, the Fed Reserve is not part of the Gov, its its own entity, I think it was just another liquidation dump from the exchanges
