That one ran me ragged as well 😮💨 it doesn't help that dungeon is so long and can be a bit aggravating to run as not a while lot of people cue I up for that one. We hope that it drops for you soon.
It can be done fairly quickly. Once you have access to the marked for death quests at the sanctuary you can do as many of those as you like as when you finish one up you can pick another up right after you turn in the quest. If you don't have that unlocked you have to follow the Dark brotherhood quest line to the point to where it has you talk to all the people within the sanctuary. You should be about level 2 at that point and only need a few more to go. When you grab up marked for death quests you will notice there are several types of quests that have you ☠️ one target and another that has you ☠️ multiple targets. You want to abandon the single quests and keep accepting quests till you get one that is called murder spree. And just keep doing those till you get to the level you need 😄
Unfortunately, with it being RNG based theres no telling when it will drop. I heard tales of people going at it for a month before it dropped. I was lucky enough to get it on my 3rd try. All you can do is keep asking her if she has any equipment today, and pray to the dadric prince of RNG it drops. I have been working on another character to unlock that perk on it to experiment and see if you can try and ask her once per day per character but havent gotten that toon up to speed yet. I mention that because from what I know about leads even if you get a lead with another character you can dig it up with your main to complete the set. So, if you have another character that has thre perk you should give it a try with it once a day as well. I hope that was helpful and good luck to you! 😁
