Yo, read the admission forms and the other forms you received from UPSA. Somewhere in one of those forms, they'll tell you your fees is refundable minus Administrative cost, but it's time bound ooo. I had the same issue, paid UPSA fees, then later received Legon admission message on my phone. But in my case Legon didn't give me the full course I wanted so I still ended up going to UPSA. But I remember clearly that during that time, I spotted somewhere in one of the forms that the fees is refundable minus administrative cost till sometime.
