So Piccolo respond by saying "you think this is the biggest I can grow? then watch this" ... and he upsizing himself after Goku dare him. And this is a significant point to show that Goku is "smart", and know what he is doing.

Something the show neglected is that with Piccolo's increased size, both of Goku's throws would have definitely resulted in at least part of Piccolo's body being out of the ring. Not that Piccolo cares, of course.

By waiting and letting Piccolo put the fear of death into the crowd, he's giving them time to disperse before continuing to fight. Piccolo wants to scare them away right now, he doesn't want to kill them - YET - but he wouldn't be opposed to killing them if it would hurt Goku here. Majunior wants news of his coming out as King Piccolo to disperse across the world, and Goku wants the people to be safe. So neither are fighting again until the crowd disperses.
Suzy, I know you're not talking about Oolong having faith in Goku. Weren't you unsure of his survival many times? And besides, Goku may not be brilliant at times, but when it comes to it in battle, he's pretty up there.
