31:30 A O Hume didn't create INC as a rival to the given above organisations. In fact Surendranath Banerjee and his organisation Indian Association worked for creation of INC and later in 1886 Indian Association merged with INC. That is why third statement is wrong. Pardon me if I am wrong.
