I think this game might have been developed by the same staff at Sega that worked on the arcade version of _Michael Jackson's Moonwalker_ , as the art styles look very similar to me, if not somewhat identical.

Get your city bankrupt simulator. My man, shooting the guys with the guns, all right no problems there. However there are about 50-75 dead kids whose only crime was skateboarding on the sidewalk and their parents are going to sue the city dry. Your parking tickets will pay for their luxurious holidays for decades to come. PS - the synth track, especially at the last level is excellent.

Yeah. Very similar to Shadow Dancer. Both were released in 1989 by Sega.
