Try meeting the Director of Transport whose office is in Panjim. If you know a senior IAS officer outside Goa get help from that source.

Yes... As per my experience in Goa, not all but 95% of people have this ghamand in their behaviour. They're not helpful. Instead of helping people who are in need, they make fun of them. This happened with me when I went to Goa for the first time with my family and that was my last trip to Goa. Many times I've visited Chennai, Mahabalipuram, Pondicherry with family and the trip was memorable, not like Goa. Many people of Goa (not all) think that they are not part of India and they belong to western countries.

I also applied for LL in delhi online. But the status continued to show "pending for approval in RTO" for more than a month. At last I visited RTO at Mall Road. The officer just clicked his mouse & I got the LL. You may also need to go there. Kindly check.
