I think Hweii was confusing Jhin's passive movement speed buff while reloading for Ghost. It does sound kinda similar.
They should rework his E
Either increase the work and reduce damage or make it pop faster with reduced damage.
The current version, unless someone has a baby reflex, cant do a single damage. Buffing Q isn't necessary since it is the main damage skill.
Buffing E allows for more team fight controls and outplays

Always Q before 4th shot with jhin. The 4th shot does % missing hp damage aswell. You missed out on 2-3 early game kills from 4th shot into q instead of the other way around.
