I think there is no hidden agenda. It is a stated fact that the government of Canada wants productive immigrants since the birth rate is not sufficient to cover the future cost of supporting the ageing population. No country is obliged to take in people from other countries. Canada is a highly educated country so if you, as a foreigner neither have the necessary educational qualifications nor speak English or French well, your future prospects will be pretty slim. Canadian immigration policy is "merit based". I believe same applies to NZ and Australia.
