I have a feeling the resistor is for timing. It would be interesting to try putting your licked finger across the resistor terminals just to see if the pitch changes.
I wonder what it would sound like with a decent speaker. Also, nice trick with the capacitor. I've used high value half watt resistors for years to connect clip leads to terminal blocks. Not much use for a 10 megohm 1/2 watt resistor in most of today's electronics!
This is why I harvest from older equipments. Especially nice when you find precision resistors or inductors. The board I’ve obtained from old security door knob hangers sound worst with bigger speakers and really give away the generic dog bark.

i think it is a chip used in squeeze toys, for in a greeting card the requirement for a 0,25 - 2 Watt speaker is too high, because those use a Piëzo disc as speaker.

I have a similar chip to this, which plays laughter. Chinese manufacturers have these kind of chips basically for "everything".
It's a good thing they are protecting that valuable IP under a blob of epoxy.

I have a couple of these. Pulled from cheap security door knob touch sensor.
Also the ones I’ve obtained have a standard alarm noise as well.
I would be soooo tempted to go after that blob of epoxy with a Dremel tool and a wire wheel.
