I think as per your requirement October and March will be best with relatively less rains. We ourselves travelled in February and it was a fine weather

We booked the ferry at Gili port only. We had planned to come back to Amed port so that lempuyang is nearby. There were very limited ferries from gili to Amed. The one we used was Freebird. If you plan to come to Padang Bai port there are other options available as well!

In my experience, almost all hotels have few or more negative comments even if you search jw Marriott Delhi or Taj there are negative comments there too. I would suggest to find a hotel with 4+ rating and more positive comments than negative. We had booked a villa via airbnb, though it was decent but it was accessible only via scooty or walk.

Yes, long dress works at Uluwatu temple and most of the places . But there are some places where it is absolutely mandatory like Tirta Empul temple.
