The no. of witness in 1st hadith is one. So, according to the witness law of Islam, 2 witness was needed to break the fast and that was absent in the 1st hadith. But there are other hadith that Prophet's (PBUH) order was to break the fast since there are multiple witness. So, in my opinion, it's obligatory to start fast and break fast for the Ummah if 2 male Muslim witness or 4 female Muslim witness sight the moon. And Allah (SWT) knows best.

He didn't call them khawarij as far as i know. There is a statement by him found online where he criticized them as having mistakes. That was in 2013 or 2014, so not sure if that's still his viewpoint or not.

@JussieDussie-ik3pw i dont understand why anyone would care what abu bara sayf thinks....he was totally unknown to everyone until a group started promoting him and his name only became known for his takfir of al Alwan...other than that he isn't known for contributing anything special to 'ilm, apparently he was a shar'i in IS...a low level position anyone can reach...whereas those like al Alwan, al Fahd, al Khudayr, they were known major ulama since the 90's and were speaking the haqq, and getting arrested for speaking it, all while writing valuable books and giving durus, students from around the world coming to study under them... other major ulama would praise them and even take knowledge from them...shaykh Usama would refer to them and ask them too...and they remained steadfast, hence until today they remain imprisoned. Then u have abu bara sayf who just showed up one day a couple yrs ago on telegram channels...they say oh he is a student of shaykh musaid bin bashir....okay but why don't they ever promote shaykh musaid himself? They dont...they only use him as a way to give credibility to abu bara cuz the only reason they follow abu bara is they agree with his takfir of alwan...once they found him they got excited and jumped on the oppurtunity...finally they found someone who can justify their ghuluw. But alhamdulillah no serious tullab al ilm take him or his followers seriously. I dont agree with Al Alwans voting fatwa but it isnt kufr.
