Hi Bro, I've Completed 10th and Joined Diploma in Mechanical (3 yrs course), Can I Do My Bachelor's In Poland Or Any Other European Countries. Am I Eligible?

Lots of countries do accept international students for Bachelors, it will be hard to convey Diploma degree and state your case.
but your options are limited in terms of English taught courses and scholarship opportunities. But I will suggest you to try UK, Ireland, Netherlands and Finland. If you are willing to take the risk, you can join for a language course for 1 year and then try learning UG in their language(I won't recommend this way)

As per the current scenario, it's around 4.5L for 1 year. But it could be lower based on your housing situation and scholarship.

Based on the purpose bro, If it's for Job not a big issue. If you are looking for Ph.D or academic opportunities in India after M.Sc, make sure you get enough credits for that position. Some Uni provide only 90 ECTS where most Masters course in India is around 120. Credit system in India and EU is little bit different, you have to convert them in most instances.
