Small, cheaper weapons against big expensive weapons is not an example of asymmetric warfare if the latter are still able to operate effectively. Asymmetric warfare is making those mainstay weapons of the enemy INEFFECTIVE. It's about going after the opponent's Center of Gravity (that one critical resource or C2 node) with innovative, strategic weapons that cannot be easily resisted. The Confederate submarine Hunley was a perfect example of asymmetric warfare. It accessed a combat level (below water) that surface ships of the day were not designed to resist. All the sailors could do was shoot at it with small arms, hence INEFFECTIVE defense.
To speed things up, it's when the means of conflict are vastly different for the opposing forces. For example, the relatively poorly equipped Viet Cong fighting against modernised weapons and airstrikes by the US during the Vietnam conflict.
Ironically, asymmetrical warfare is not effective in Ukraine because Ukraine is on the verge of losing the war and there are, unfortunately, many casualties.
