If Samantha did state to Grace that things were fizzling out with Joey and the spark just wasn't there, ofcourse she would have seen that as a green light and an opportunity to make her move. As for Jessy, when she got in the mix. It was only normal for her to expect that of Jessy, as she had history with Joey.
