“As strong as a Destroyer” is pretty accurate. In the DBS manga, Beerus is shown being able to fight Destroyers from multiple other Universes at once; he’s acknowledged as an extremely powerful one even among them. Goku even pre-UI was probably on par or even stronger than many Universes’ Gods of Destruction, considering he is good enough to even fight Beerus one-on-one and not immediately lose at this point in the series.
Goku always likes to fight an opponent equally though, even if it’s detrimental. He determined Zamasu here was worth Super Saiyan 2; which means Goku not only saw Zamasu and decided he didn’t need godly Ki, but that even going up to Super Saiyan 3 would have been too strong for a good fight.

Yes . Beerus initially hated saiyans a lot.
