Honestly surprised there hasnt been an event comic series called "ice age" where they introduce a few extras and an 'Ice Queen" character then make everyone put their comics on hold to stop a bunch of cold themed villains from freezing the earth.
Actually, not all of the ice villains would want that goal because I know for a fact that Killer Frost wouldn't want to freeze the world because she needs heat to absorb or else she would die. Plus, Minister Blizzard would be the best choice as a leader because he literally was the political leader of a country of ice people.

There is a D&D/MtG crossover setting called 'Plane Shift - Kaladesh' that introduces a sorcerer subclass (the pyromancer) that can *almost* fit this role by changing the element type. It's not fantastic, but it's a start.

Levitus Tiefling may work. Ray of frost cantrip, 3rd level once per rest Armor of Agathys, and 5th level once per rest Darkness. All charisma based. Also works thematically since your patron can be Levitus for fiend AND you even mentioned the tomb invocation
9:10 It just occurred to me: There's a bit in JLA Rebirth where we learn that Frost can sense if there are people nearby by detecting their heat signatures- I think you could easily reflavor Devil's Sight like that!

I would consider The Board to be more unknowable eldritch entity than infernal or abyssal. There's no real explanation of what exactly The Board is, but they are definitely Not From Around Here. That's a really great game, isn't it?

I recently realised that Elemental characters don't have stick to one damage type. Cryomancy: Acid/Poison/Necrotic because well liquid gas is really bad for you. Bludgeoning because hurling blocks of ice. Cold because of those chills. Piercing/Slashing because sometimes ice is sharp. Psychic because cryomancy can be scary. Ironically enough you can use the same concept of a freezer to super chill one area by absorbing heat. The area where the heat is absorbed happens to be where your enemies are and voila fire damage! Electromancy: Acid because if your thunder and lightning comes from the sky, maybe it is accompanied by acid rain. Fire because lightning is often really, really hot. Lightning to shock targets. Radiant because lightning is really bright. Thunder because well electricity can be loud. Psychic because thunder and lightning can be scary. Since electromancy deals in electricity, fridges and freezers require electricity, you can deal cold damage! Pyromancy: Acid for chemical fires. Fire covers the actual heat of a fire. Poison for all that smoke suffocating you. Lightning for electrical fires. Necrotic because all that smoke can't be good for you. Radiant to channel the power of the sun into your attacks. Thunder for loud explosions. Psychic because fire is just plain scary. Ironically you could make a case for cold damage. You could use "pyromancy" to make the point of origin absorb heat, taking it away from targets within the area of effect, thus dealing cold damage. You can also use fire based explosions to hurl objects dealing piercing, Slashing or Bludgeoning damage. Fire is often used to generate electricity, so lighting damage.
Yeah, Thematic builds are RARELY as effective as non-Thematic ones. (unless purposely hamstrung) But that doesn't mean I don't love them! (Heck, I did a 3.0 version of The Human Torch? Or something. Total FIRE sorcerer. It was fun, but short-lived. It was near the end of our group.)

Well plasmoid for starters, why have an ooze race if you're not going to use it for ooze characters. I could see hexxas as a necromancer with a lot of poison/acid/necrotic spells, but ironically I could see him equally well as a circle of spores Druid, throwing around clouds of toxic gas.

Crystal Frost... Wha-,Louise Lincoln... Oh come on! Not again!... Ok, Caitlin Snow is the genious girl following the steps from second gal, a scientists who was trying to violate the laws of thermodynamics, which made angry the super villains of the energy industry! (And people say comics don't relate to real life) forcing her to break her invention to save herself from a non cinnamon-death, turning herself into a heat vampire! Eventually learning to accept this as a chronic condition rather than a curse when she had to make the moral decision to save the world. With a brilliant mind and equally strong will maybe her unstable powers can be used for good, but i would be wary since I heard she is friend with the Mexican devil! (Who else knew hell was there all along?). I'm getting tired at work if I'm letting out an allways important Tangle the lemur build request for Sir Tulok! It's the same for meta powers that need fuel i guess but is certainly UNACCEPTABLE! Thanks for this build as always, the quality of the dialogue is always a win in my book.

One thing is I'm curious why you went Fiendlock over hexblade. Hexblade gives melee capabilities (Ice Sword anyone?) plus Hexblade's Curse also has the HP thing when you kill an enemy affected by it, and it's not temporary like fiendlock. Yes it has limited use but it feels more in flavor, plus the expanded spell list fits cold much better than fiendlock's
I'm surprised you didn't pick pyromancer and just flavor it into another ice. That's what I did for my Jack Frost character for an Xmas one shot. But this way is a good one too actually!

There is a welding technique where you basicly freeze objects together so mending still works
Yeah, cold welding is a major concern in space engineering - I'm kind of shocked and impressed Tulok worked that into the build.

Why no Transmuted Spell as a Metamagic Option? When you're single-elements focused, just make everything that element.
