Yes - Saturn, then Dreamcast. Dreamcast was obviously the best Sega console, because it was released the last. In almost all companies, the last means the best. Technology between 1976 and 2006 was developing very fast (much faster than currently) and even the probability that the four year console could better than the new one was very little! But, comparing to its time, the Saturn was better! 4 years at the time were a really big difference and I believe that the leap from Saturn to Dreamcast was not as big as it should be. Dreamcast, despite being a far better than Saturn, the difference between them was not still as big as between Nintendo 64 and GameCube or between between PlayStation 1 and PlayStation 2. Saturn and Dreamcast were technically much closer to themselves than PlayStation 1 with PlayStation 2 or Nintendo 64 with GameCube! Dreamcast was NOT A SIXTH GENERATION CONSOLE, despite Wikipedia says it was! Dreamcast was a 5.75 gen console, while the Nintendo 64 was actually not a regular fifth gen console, but it (N64) should be called as 5.5 gen! Dreamcast was really not much greater than N64, and the N64 was really a lot closer to Dreamcast than to PS1 or Saturn, despite the N64 was still considered as a fifth gen. Dreamcast basically is the Nintendo 64 Pro - the Nintendo 64 with a little better performance AND OPTICAL DISC DRIVE (GD-ROM), which made that console able to play realistic audio tracks and realistic video clips! Imagine, how little the difference between Nintendo 64 and Dreamcast could be little, if Nintnedo 64 used even a regular CD Drive (700 MB)?

That would probably be impossible, considering how it wasn't even released in Japan until November of that year, which tells me that it wasn't ready for release by early 1998. Not sure why it took as long as it did to be released internationally, though.
