A: Because that is the closest from perfect you can archive with Eula without using weapons with extra CRIT.
Q:What are the maths for 75 - 200?
A:Eula at level 90 has 5% CRIT chance and 88 CRIT damage without any artifacts, for CRIT chance we get 5 + 31.1 from circlet that leaves 4 artifacts that need to have atleast 9.725 of CRIT chance eachas for CRIT damage we need to average 22.4 on 5 artifacts.
