MLB changed the rules years ago when the Mets SS broke his in the playoffs due to a similar slide. As for the run, you must give yourself up early when it's clear you're out on the play. McNeil was on the backside of the base when the run slid late in an attempt to break up the double play. The rule states you can't slide past the base.

It was to protect the fielder and the runner. Technically, the runner was within reach of the base, but the intent was to break the rule. The runner spiked McNeil's right ankle, and the runner's body rolled into McNeil's left knee, causing it to buckle. Hard slides like that have been taken out of the game.
