Technically, with pre rendered sprites you have to draw the changes for each frame of animation. Probably 1000's of different images need to be made for something like this. But 3D models only need the original model because the animation data can be carried over from mario's model.

Mods aren't really possible in Odyssey. However, a Peach mod for Mario U probably exists, because mods are possible in that game.
