They didn’t understand the safe space for saving and storage. They had it in their minds they would just fine a new one. Instead it using it as a home base. But I can’t blame them if they don’t have a lot of experience with the franchise. All u really need to know is that Leon was able to escape the city before they nuked that ho, but as you seen at the beginning of the game, the survivors are just randomly dying for some reason. Those are the bodies mentioned in the report, that are all black and bruised
