In the old Paint it was possible to take any picture (no matter what) with certain dimensions (e.g. 99px and 50 px), then load a larger picture into it and then move this second pic around until you were sure that the unimportant parts of the second, actual image are cut off. I managed to repeat this three times with Paint 3D, but unfortunately I forgot how. You show an example where the second picture is the same size or smaller than the first. And what if the second picture was (correctly) larger?
