I think he's using tariffs only as a negitiation tactic to achieve a trade balance. The problem comes if the us can't export enough to china to balance the much larger chinese import, then you'll probably see tariffs to incentivise china to buy more. I've always wondered though. What prevents chinese products to be sold to the us by chinese neighboring countries without a tariff? Then it just becomes a shipping problem circumventing the tariffs.

If they can't stand on their own they crumble eventually. All you're doing is getting them dependent on gov support = extremely bad. Also there are interests that want gov to punish their competition. They don't say that publicly but that's what they want. Also there's a gov machine that gets funded when you introduce tariffs. They're certainly for it, and would lobby for its survival and expansion.
