I have no idea why you are using “metonymies” and “synecdochies” and other such things as a stand in for that. I get that those things presumably increase cognitive load, but quantifying inferences is more directly what they are referring to. You also said nothing about the countervailing measure of increasing the newsworthiness of an utterance. So, a relevant utterance may require more inferences and still remain relevant if it makes something manifest to the listener that was not previously manifest.

Yes you are right, too. It also increases the cognitive load, but figures of speech increase them, too.
