The 12v bulb is used to act as a resistor so that charging voltage across the battery terminals is around 13.5v to 14.2v. The bulb will aslo act as charge indicator being bright when battery charge is low and dimming when fully charged. Similar setup can be used to charge electric car toys with 12v batteries.
