I have a feeling that's Gravity Falls, Rick and Morty, The Simpsons, etc. are part of a multiverse that includes pretty much every other piece of fiction. Bill originates from outside of the multiverse, meaning there's only one Bill, and he can travel between the universes.
One thing I can say for this: I do prefer the shocking possibility that Bill Cipher was defeated at the same exact date The Owl House's King was born in the Boiling Isles, and who knows, the good guy could be a partially successful reincarnation of the prime threat, not unlike Uub from Dragon Ball Z. *Could be problematic, in case a Multiversal defense task force has sworn an unbreakable oath to complete destroy Bill in any form and self, no matter the cost and consequence.*
What if the Axolotl was the one behind the mystery letter box? Also, the theory that Grunkle Stan is Bill.. Cinema Theory just like to make flashy theories. It doesn't hold because all the similarities Bill has with Stan become apparent only after Bill appears, he doesn't have an influence on Grunkle Stan before that.
Bill Cipher is delaying Bill Cipher because the Foundation of Bill Cyphers finds it more entertaining to time share certain select spans of time to make sure the toys don't reach a point where they can't feel or be paranoid again.
He'll probably return in a new setting because Disney is desperate for money and they are looking to revive old successful shows they can to increase profits. At least ones that ended well like Gravity Falls.
