The most stable form should be guches due to H bonding

If, in place of -COOH groups, there were any alkyl groups or any other groups which can not form H-bond, definitely the gauche form would have been the most stable form. Here -COOH groups are bulky groups so should be placed far apart from each other, so staggered form is most stable. Here, staggered form is further stabilized by H-bonding between -COOH groups and -OH groups.
