As someone who works on elevator phones, they don't have a keypad. But you can get a tool which hooks into the line and
lets you dial out, you will need screwdrivers.
Depending on how the phone is setup it will either call the building owners safety team(think big campus company)/reception or building manager. They can be directed to call emergency services as well if no one is available.
