BMW i3 - Cooling Fan Stuck On HIGH

I have the opposite issue! The fan won’t kick on. Any advice (fuse / sensor etc to check or replace?) no fault codes AC blows I’ve cold 35f when in motion. Once stopped goes back to warm 80f)
