It's doesn't actually spawned on the ground in mobile for me, it spawn my third and fourth fragments on not so tall debris that i still cant get it anyway
you can ask for a pc player to teleport there for you, then you can lock on and teleport with them. if you dont want to be depend on pc players, turn off reset on kill (or play as a character with a single phase) and once you kill a player the teleport option will stay and you will be able to teleport. but since you already got them all dont worry about this it might help someone else
