Good question! I asked Space Ape about that too, to make sure and was told "Health is that if the building, troop health is that of the lion it releases". If you look at other buildings and structures, nothing else is as low as 200. From a software development point of view, I think that they probably have to give everything in the game some kind of rating, so the program knows how to deal with it, and it seems that 200 is used to say to the troop "Don't bother with attacking this building. Just ignore it."
