A lot of the synth sounds on Plantasia are fairly primitive, so a simple synthesizer should be sufficient. Something like the Behringer Crave, Arturia MiniBrute or the IK Multimedia UNO would be an inexpensive option. But If you're looking for those classic Moog-y sounds, the Behringer Model D is probably the best, affordable option.
